Tzolo Voutov completed his studies at the University of Mining & Geology in Sofia and started a career as a Mine Surveyor with Ellatzite Copper Flotation Plant. In 1981 he became a Deputy Director of the company.

From 1982 to 1990 Tzolo Voutov worked as a Fellow Researcher at the Niproruda Institute of Mining & Ore Dressing in Sofia. In 1990 he took part in the establishment of Geotechmin. Tzolo Voutov held the position of Vice President until 1999 when he became President of the company.

In 1990 he passed qualification level B at the Higher International School of Economics and Management to the Bulgarian-French Center "Marcom".

Tzolo Voutov is fluent in English and Russian.

He is Chairman of the Scientific & Technical Union in Mining, Geology and Metallurgy, Bulgaria.

He is also a member of the Executive Councils of the:

• Bulgarian Chamber of Commerce and Industry
• Confederation of Employers and Industrialists in Bulgaria
• National Tourism Board

Tzolo Voutov is a member of the International Academy of Mineral Resources and the Academy of Mining Sciences in Russia, as well as of the World Mining Congress.

He is also a member of the Organizing Committees of the:

• International Symposia on Mine Planning and Equipment Selection (MPES)
• International Symposia on Environmental Issues and Waste Management in Energy and Mineral Production (SWEMP)
